All Council’s are required by the Civil Contingency Act 2004 to have in place an Emergency Plan. The plan describes in detail the actions the Council will pursue in the event of an emergency.
The Act and supporting Regulations and statutory guidance, Emergency Preparedness, establish a clear set of roles and responsibilities for those involved in emergency preparation and response at the local level. The Act divides local responders into two categories, imposing a different set of duties on each.
Those in Category 1, which includes Bromsgrove District Council, are those organisations at the core of the response to most emergencies. Category 1 responders are subject to the full set of civil protection duties. They will be required to put in place emergency plans.
This is Bromsgrove’s plan and has been prepared after substantial deliberation and discussion. It describes how the Council will respond to an emergency, whether the emergency is very localised or extensive. The plan contains information on the actions that will be taken by the Council if the event has relatively limited impact, but also indicates how the Council would work in co-operation with the emergency services in the event of a major catastrophe.
The plan has already been used in a simulated exercise and has been prepared in close collaboration with Worcestershire County Council Emergency Planning Team. This Plan is not a description of how the Council will respond, but provides comprehensive stage by stage actions the Council will pursue to ensure the safety and well being of the people of Bromsgrove.
