Excess Charges and Appeals

Council-employed Civil Enforcement Officers patrol every car park on a random shift pattern to offer help and assistance to customers, and also to check that drivers have paid for and displayed a parking ticket.

If the officer has any reason to believe that a driver has not paid for parking or has not parked correctly in a designated bay, then an Excess Charge Notice (ECN) may be issued on the vehicle.

This is most likely to happen if:

  • the registration number entered on the parking ticket is significantly different from the car it is displayed on
  • a ticket, permit, or blue badge is not clearly displayed face-up on the dashboard
  • the ticket, permit, or blue badge has expired by a reasonable amount of time
  • the vehicle is not parked fully within a designated bay

Excess charges cost £70, but a reduced payment of £35 can be made if it is received by the Council within the fourteen days following the date of issue. It is recommended that those wishing to pay the reduced amount contact the Council to ensure receipt of the payment within the 14 days from the date of when the ticket was issued to eliminate any uncertainty.

If you feel the excess charge notice is unjustified, you can appeal against its issue by following the instructions on the reverse of the excess charge notice. Appeals can only be made in writing, and should be sent to:

You can appeal in a letter, or use the excess appeal form This is a link to a PDF file. (5.59 KB). If you have supporting evidence, such as a blue badge / permit / ticket which was not clearly displayed, then you should send a copy of the ticket / permit or a copy of both sides of the blue badge with your appeal. There are no restrictions on the basis for your appeal as every case is looked at on its own merits.

Please note that making an appeal freezes the 14 day reduced payment period and also that payments will not be refunded.
