The Council has a general duty of “Best Value” under the Local Government Act 1999. The duty has evolved since its inception from a focus on Best Value Reviews to a focus on performance management against a set of national Best Value Performance Indicators (BVPIs), supplemented by local performance indicators.
The Council has established a non-executive committee of councillors to examine the Council’s performance against a range of agreed corporate performance indicators.
The corporate performance indicators are reported quarterly to Cabinet and are supplemented by monthly reports for each department.
Under the Local Government Act 1999, the Council also has a duty to produce an annual “Best Value Performance Plan”, which sets out performance in the last year and the targets for the next three years. The Council meets this statutory duty by producing an Annual Report (formerly called Council Results).
